		<description>Fraud is when someone deceives another intentionally.  A mistake is when someone acts on wrong information and that seems to be what your example showed - a simple mistake.  If she had been allowed to register and vote it still would have been just a mistake, not an instance of fraud.



Those of us who were born in this country or who have been naturalized are citizens of the United States of America.  No matter where they live they are still citizens of the U.S.A. and as such, if they are adults they may choose their residence to be in any of the states.   When someone chooses Maine as their state of residence they remain citizens of the U.S.A., not citizens of Maine.



If someone votes in two different states in the same election then they are probably guilty of a crime in one or both of those states.  This crime is not hard to prove since there is documentary evidence in each state; no doubt this makes the crime pretty rare.  However, if you want to find instances of it, I suspect you might find a few cases among people who have residences both in Maine and in some other state such as Florida.</description>
